Send Report is a public appeal to identify financial scammers whose activities have affected victims across multiple countries, many of whom are believed to have been defrauded through sophisticated schemes.
Most are cold cases; scammers who operated 10, 20, 30 or even 40 years ago. They were active in various countries including the United States, United Kingdom, European nations, and other regions worldwide.
Despite extensive investigations by law enforcement and financial institutions, these fraudsters were never fully identified, and evidence suggests that some of them could have operated from other countries. Who they are, where they are from and why they targeted these victims is unknown.
We have shared some details of financial fraud cases, including known tactics and patterns, in the hope that someone might recognize them and to help determine the circumstances surrounding these scams.

Successful identifications
Operation Digital Phantom (2023): A multinational cryptocurrency scam ring was dismantled after victims came forward through public reporting platforms. The operation defrauded over 15,000 victims of approximately $47 million.
Romance Scam Network (2024): An organized group operating from West Africa was identified and prosecuted after multiple victim reports revealed patterns in their methods. Over 300 victims were identified, with losses exceeding $12 million.
Investment Fraud Scheme (2024): A sophisticated Ponzi scheme was uncovered through collaborative reporting, leading to the recovery of $8.5 million and the arrest of key operators across three countries.
